FIVE MONTHS AGO IN MAY, the web was ablaze when Microsoft’s released their planned maximum specs for Windows 7 Starter Edition emerged.  They also made a decision to impose a limit of allowing three applications to be installed on Windows 7 Starter Edition.  The decision by Microsoft would ensure that the more expensive versions of Windows 7 got enough attention in the netbook market.

Microsoft has now decided that they needed to "update" the policy by allowing "OEMs and ODMs have the choice to install any version of Windows on a netbook. Starter is an entry version and doesn’t have many of the consumer or business features. The three application limit isn’t there anymore."  Users will now be allowed to choose which version of Windows 7 they want to run on their netbooks.
