THE WALL STREET JOURNAL is reporting that EBay Inc's online payments service, PayPal, was shut down worldwide for about an hour on Monday after the Internet retailer encountered "internal" problems. The service outage began at 10:30 AM Pacific Time and affected all users for about an hour.  Most PayPal customers regained service between one and four hours later although some remained offline.

According to the newspaper, PayPal is the world's largest Internet-based payment system and normally handles $2,000 in online commerce a second.  eBay spokespeople were not available for comment.
